Buy the manuals at the herbing mound. As for making a set, you can make one now, and then one later. Upgrades are easy to farm. Making a +7 set is no problem. Eyounbu or what ever is pointless and turtle seals are for crafting Kiji C armor(if your lucky enough to get a manual drop from a treasure box from herbing or mining) but they are rare.
