Haha, players who have gm buff power have buffs all time, but me and other players must waiting for buffs many hours

The easiest solution would be to just remove the buffs. Be glad people have the ability to provide you buffs when no GM is on.
Buffs are a bonus. Buffs are not required to play the game. If you cannot play without buffs, might I suggest another game like Pac Man.
